HJR 12                                                                       
Representative Porter moved and asked unanimous consent that the               
House consider the Senate message (page 499) on the following at this          
time:                                                                          
                                                                               
HOUSE JOINT RESOLUTION NO. 12 am                                              
Urging the Secretary of the Interior to conduct competitive oil and           
gas lease sales within the National Petroleum Reserve in Alaska.               
                                                                               
and                                                                            
                                                                               
SENATE CS FOR HOUSE JOINT RESOLUTION NO. 12(RES)                              
(same title)                                                                  
                                                                               
There being no objection, it was so ordered.                                   
                                                                               
Representative Porter moved that the House concur in the Senate                
amendment to HJR 12 am, thus adopting SCS HJR 12(RES).                         
                                                                               
The question being:  Shall the House concur in the Senate amendment
